On 22/02/22 the Council, in exercise of the powers conferred on it by Section 14(1)(b) of the Road Traffic Regulation Act 1984, as amended, the Road Traffic (Permitted Parking Area and Special Parking Area) (East Ayrshire Council) Designation Order 2012, and the Road Traffic Act 1991, as amended, and of all other enabling powers, made the above-named Order, which will impose various restrictions as stated below on Foregate Square and James Shaw Lane, Kilmarnock, by reason of the likelihood of danger to the public.

 

These restrictions will make changes to the allocated road space, to promote safe walking and cycling space and in the interest of road safety.

 

This order will make it unlawful for any person to drive or cause or permit to be driven any motor vehicle so as to enter James Shaw Lane at its junction with the service ramp to Burns Mall Shopping Centre service area. That part of James Shaw Lane from its junction with that service ramp to its intersection with Foregate Square and Foregate Square in its entirety will be a “Pedestrian and Cycle Zone” at all times. The following motor vehicles will be exempt—

Disabled badge holders and taxis at all times, and goods vehicles for loading/unloading Monday – Saturday from midnight to 10:30 hrs, and 16:30 hrs to midnight, and Sunday at any time.

 

Within the “Pedestrian and Cycle Zone” this order will also make it unlawful for any vehicle to wait at any time except for—

  1. taxis on the southeast side; and,

  2. a vehicle displaying a valid disabled person’s badge for a maximum period of three hours in any one of the three bays outside The Gateway Centre.

     

    This order will also make it unlawful for any vehicle to wait and/or load/unload at any time on James Shaw Lane from its junction with James Shaw Crescent to its junction with the service ramp to Burns Mall Shopping Centre service area.

     

    The Order shall come into force at 00:01 hrs on 24/02/22 until 24:00 hrs on 23/08/23. This Order will be implemented only when appropriate signs are displayed.

    Pedestrian and cycle access will be maintained at all times.
