MORAY COUNCIL (SECTIONS OF ROAD ADJACENT TO KEITH PRIMARY SCHOOL AND KEITH GRAMMAR SCHOOL) PART-TIME 20MPH SPEED LIMIT ORDER 2023

Moray Council has made the above Order under the Road Traffic Regulation Act 1984 as amended.

The general effect of the Order which will come into operation on 30/06/23 will be to prohibit any person from driving or causing or permitting to be driven any vehicle at a speed exceeding 20mph during the school term, when the flashing lights on the signs indicative of the speed limit are activated, on those lengths of Drum Road, Church Road (A96), Banff Road (A95), School Road and Green Court, Keith as described in the Schedule to the Order.

The Order will amend the current part time 20mph speed limit associated with Keith Primary and Grammar Schools in relation to the A96 Church Road, in order that a controlled pedestrian crossing can be installed without the speed limit sign obstructing the traffic lights.  This will have the effect of shortening the current speed limit restriction by 6 metres from Banff Road and this Order will include a pedestrian access to the east end of Drum Road which is not covered by the current part time speed limit Order.  The speed limits currently in place for Banff Road, School Road and Green Court will not change.  The Order is as specified in the Northern Scot on 31/03/23.

Full details are available for inspection free of charge at Elgin Library, Elgin, IV30 1HS, during opening hours or may be accessed via the Tell Me Scotland website - www.tellmescotland.gov.uk until 30/06/23.  If you require further information or would like to discuss the proposal please telephone 07817952499, leave your details and an Officer from the Transportation Team will return your call.

Any person who wishes to question the validity of the Order on the grounds that it is not within the powers of the Act or that any of the relevant requirements arising from the Act are not being complied with in relation to the Order may, within 6 weeks of 19/05/23 apply to the Court of Session for this purpose.
